As the tides rose, a crowd of onlookers watched as a crew of firemen, a marine rescue woman and police officers worked to lower a ladder, and lift the body up with ropes. A few minutes before they were able to lift the body, a wave crashed over the rocks they were standing on, and sent the body sliding a few feet closer to the ocean.

Forty-five minutes later, acting Battalion Chief Ron Carson said the incident was still under investigation, and, at that time, the man was yet to be identified.
