Even more telling, the graduation rate for socio-economically disadvantaged students is just 77.8%. PCS fails to advance nearly a third of its poor kids.

The smallest class I have taught was 23 students - and what heaven that was! You see results right away, because you have time to spend with individual students and help the with their needs. It is not difficult to understand, smaller classes make a better learning environment.
